Context and Background

As the world prepares for the landmark 30th United Nations Climate Change Conference (COP30) to be held in Belém, Brazil, from 10–21 November 2025, humanity stands at a critical juncture in its response to the escalating climate crisis. A decade after the adoption of the Paris Agreement, COP30 set in the Brazilian Amazon and declared by the Presidency as the “Implementation COP “represents a pivotal moment to move from ambition to tangible action. Hosting the conference in a rainforest for the first time carries deep symbolic meaning, highlighting the indispensable role of nature-based solutions and forest ecosystems in maintaining planetary balance. Yet, the urgency could not be greater. Recent assessments warn that at the current pace of emissions, the world could exceed the 1.5°C threshold within three years, with the carbon budget rapidly depleting. Global greenhouse gas emissions reached a record 53.2 gigatonnes CO₂ equivalent in 2024, increasing despite rapid growth in renewable energy. Although renewable power surpassed coal as the world’s largest electricity source accounting for 34.3% of total generation compared to coal’s 33.1% the rate of progress remains insufficient.

Objective

The Pre-COP30 Dialogue: “Road to Belém – Bridging Worlds through Climate Action”, aims to foster multi-stakeholder engagement and shape actionable pathways ahead of COP30. The Dialogue seeks to convene policymakers, experts, industry leaders, and civil society to deliberate on the key priorities of finance, mitigation, adaptation, nature, and governance. Its objective is to strengthen cross-sectoral collaboration, promote equitable climate finance, and advance integrated solutions that align national and global ambitions with the Paris Agreement’s 1.5°C goal. By facilitating knowledge exchange and partnerships, the Dialogue endeavors to contribute meaningfully to the “Road to Belém” process and to accelerate inclusive, sustainable, and nature-positive climate action.​
